Pesticides
PESTICIDES WITH NORMAL REQUIREMENTS
- Application dossiers should be bound in hard cover binders, and be submitted in
triplicate. They should be correctly indexed in the order presented below for easy
reference. - The package size (s) in which the product will be imported.
- Detailed literature in respect of the chemistry and composition of the product
(including percentages of all ingredients), its efficacy, toxicology, antidotes
(together with any available references) and precautions to be observed before,
during and after use.
N.B. If the active ingredient is registered, only information on the
formulation and the composition of the product is required. - Six sample copies of the label proposed to be used in connection with the new
pesticide, along with samples of the packaging materials and inserts to be used for
trade packages. Labels should be in the English language, and should conform to
the labeling standards of the PTCCB. - A certificate of analysis which contains:
a) An assay report on a recent batch of the product analysed.
b) The method of analysis used (This is only required if the active ingredient is
unregistered). - A duly authenticated and legalized certificate of free sale from the competent
authority with whom the product is registered in the country of origin, and the
conditions under which it may be sold in that country, also a copy of the label
stamped as being approved by that Authority. - A statement showing:
a) The countries in which the product is registered for Free Sale other than the
country of origin.
b) Any country in which the product has been refused registration for Free
Sale and the reasons for refusal. - A certificate in the English language from the manufacturer, respecting the
safety of the new pesticide, recommended conditions for use, and the
conditions under which it is recommended for sale. - A copy of the Material Safety Data Sheet (MSDS) or Product Data Sheet.
- A statement specifying the crop/pests to be covered. State scientific names where
possible, application rate (dosage), and re-entry and pre-harvest periods where
applicable. - Certificates should be authenticated by the Antiguan Embassy or Antiguan
Consulate in that country and in cases where none of these are present, by the
British High Commission or the British Embassy. - An analytical standard is required (on request) for all products with a new active
ingredient. - The prescribed application fee of EC 500.00 five hundred made payable to the
Ministry of Agriculture/PTCCB.
PESTICIDES WITH LESS STRINGENT REQUIREMENTS
The following types of pesticides will have fewer requirements for registration:
- Any product or substance that is manufactured, represented, sold or used as a
means of directly or indirectly attracting or repelling any pest. - This includes any compound or substance that enhances or modifies or is intended
to enhance or modify the physical or chemical characteristic of a pesticide to
which it is added.
For such pesticides the active ingredients must have a toxicity level classified above
the World Health Organization (WHO) Class III category.
The requirements for registration of these pesticides include:
- A complete application form (Form1)
- Material safety Data Sheet (MSDS)
- Label (3copies)
- Name and address of the manufacturer
- Package sizes to be imported
- Crops and pest to be covered in Antigua
Dossiers are to be submitted in triplicate.
The Pesticides & Toxic Chemicals Control Board reserves the right to request
additional information.
PROCEDURE FOR REGISTRATION OF A PESTICIDE
Applicant should be an Antiguan National or a company registered in Antigua.
Only cash or manager’s Cheques will be accepted. Cheques should be made payable to PTCCB receipt of payment to be returned to the Registrar’s office.
Recommendations made to PTCCB.
Decision on the application made by PTCCB.
Registration approved for a Three (3) year period.
REQUIREMENTS FOR RE-REGISTRATION OF A PESTICIDE
Application dossiers should be bound in hard cover binders.
Information required includes:
- Three (3) copies of original label (not photocopies).
- A Material Safety Data sheet (MSDS) on the product.
- Details regarding the uses of the pesticide. Specify the crops/pests to be covered.
State the common and scientific names (where possible). - The prescribed application fee of EC 500.00 is to be made payable to the Pesticides
and toxic Chemicals Control Board and is due upon acceptance of a completed
application.
Other information that may be required includes: - The package size(s) in which the product will be imported or sold.
- Detailed literature with regard to the chemistry and composition of the product
(including percentages of all ingredients). - A duly authenticated and legalized certificate of free sale from the competent
authority with whom the product I registered in the country of origin, and the
conditions under which it may be sold in that country, also a copy of the label
stamped as being approved by that Authority. - An analytical standard for the active ingredients (s).
PROCEDURE FOR RE-REGISTRATION OF A PESTICIDE

Only cash or manager’s cheques will be accepted. Cheques should be made payable to Accountant General receipt of payment to be returned to registrar’s office.
Recommendations made to PTCCB.
Decision on the application made by PTCCB.
Registration approved for a three-year period.
