Government Announces Major Upgrades for Keeling Point Pier to Enhance Safety and Support Fishermen by Shenequa Williams

The Government of Antigua and Barbuda is moving forward with plans to significantly improve conditions at the Keeling Point Pier, with upgrades aimed at enhancing safety, supporting fishermen, and strengthening infrastructure at one of the country’s important fisheries landing sites.

During a recent visit to Keeling Point, Hon. Randy Baltimore/Minister of State within the Ministry of Agriculture, Lands, Fisheries and the Blue Economy, and Hon. Michael Joseph/Minister of Health, Wellness, Environment and Civil Service Affairs and Member of Parliament for St. John’s Rural West met with Conrad Simon/Fisheries Division Coordinator to discuss concerns and outline plans for the future of the facility.

Safety at sea was one of the major topics discussed during the visit, particularly following a recent shark-related incident involving a local fisherman.

Minister Baltimore revealed that he had visited the injured fisherman and was pleased to learn that his injuries were not life-threatening and that he was recovering well. He encouraged all fishermen, divers, and other marine users to remain vigilant while at sea.

“Anything can happen at any time,” Minister Baltimore said. “We are thankful that the fisherman is recovering well and we continue to encourage everyone who uses our waters to take the necessary precautions to stay safe.”

The Minister also acknowledged reports of increased shark activity in the area and indicated that the Fisheries Division is actively monitoring the situation. Fisheries officers will continue assessing activity within the area and providing guidance and warnings to fishermen and divers when necessary. He also noted that the Ministry is exploring ways to better notify the public and marine users when sharks are sighted in coastal waters.

Minister Joseph then addressed plans for the redevelopment of the Keeling Point Pier, explaining that discussions with fishermen highlighted concerns about safety, security, and the deterioration of the existing structure.

According to Minister Joseph, many of the fishermen rely on the facility as a critical part of their livelihood, making it essential that the infrastructure remains safe and functional.

“We have been engaging directly with the fishermen to understand their needs,” Minister Joseph explained. “Many of them rely on fishing as a means of supporting their families, and it is important that we provide them with a safe and functional environment.”

The pier, which underwent repairs approximately four years ago, has experienced significant wear and tear due to constant exposure to the marine environment and the movement of vessels within the harbour. Minister Joseph noted that the wooden piles supporting the structure have deteriorated over time, making further improvements necessary.

To address these concerns, the Government has decided to undertake a complete reconstruction of the pier. The new structure will replace the existing wooden piles with concrete piles and feature a reinforced concrete deck, creating a stronger and more durable facility capable of withstanding harsh marine conditions.

In addition, the pier will be redesigned from its current L-shaped configuration to a T-shaped layout, providing fishermen with increased working space and improved access while minimizing disruptions to fishing operations.

Minister Joseph explained that additional measurements are currently being conducted to ensure the new design maximizes available space and adequately serves the needs of fishermen before construction begins.

The visit also highlighted improvements already made to the surrounding area. Bush and overgrown vegetation have been cleared to improve visibility, enhance security, and reduce opportunities for theft and other safety concerns identified by fishermen.

Coordinator of the Fisheries Division, Conrad Simon, emphasized the importance of maintaining clean and well-managed landing sites. He noted that the Fisheries Division will continue working closely with fishermen to ensure the Keeling Point landing site remains safe, orderly, and environmentally responsible.

Simon encouraged fishermen to play an active role in keeping the facility clean and protecting the surrounding marine environment, stressing that the landing site serves as an important resource for the fishing community.

He also reaffirmed the Ministry’s commitment to working alongside fishermen to ensure they have access to safe and secure facilities that support their livelihoods and contribute to the continued growth of the fisheries sector.
