{"id":7389,"date":"2023-10-05T17:05:18","date_gmt":"2023-10-05T17:05:18","guid":{"rendered":"https:\/\/agriculture.gov.ag\/?p=7389"},"modified":"2023-10-05T17:05:18","modified_gmt":"2023-10-05T17:05:18","slug":"praedial-larceny-farmers-cry-for-help","status":"publish","type":"post","link":"https:\/\/agriculture.gov.ag\/index.php\/2023\/10\/05\/praedial-larceny-farmers-cry-for-help\/","title":{"rendered":"PRAEDIAL LARCENY &#8211; FARMERS CRY FOR HELP"},"content":{"rendered":"<p>What is Praedial Larceny? Simply put it is the \u201c<strong>theft of Agricultural produce<\/strong>\u201d.\u00a0 While this practice happens worldwide it is felt that it occurs more in the Caribbean region than elsewhere.\u00a0 It is perceived that praedial larceny negatively impact the development and it is the main contributor towards the undergrowth of the Agricultural sector within the region.<\/p>\n<p>Antigua and Barbuda is no exception to this crime and farmers through the years have been repeated victims to the loss of <em>the<strong> fruits of their labour<\/strong><\/em> such as their produce and ruminants.\u00a0 Additionally, praedial larcenists have also illegally removed animal feeds, farm implements, and machinery all of which are at tremendous loss of time, investment, market and revenue.<\/p>\n<p>In the earlier part of 2023, the Ministry of Agriculture held a series of Praedial Larceny Consultations that were not well attended by the farmers\/producers in most districts.\u00a0 The main focuses of these consultations were to:<\/p>\n<ul>\n<li>To engage the producers in discussions pertaining to their experiences;<\/li>\n<li>To review the existing legislation pertaining to Praedial Larceny;<\/li>\n<li>To make a list of suggested changes to be recommended for the revision of the legislation:<\/li>\n<li>To advise the producers on security measures and methods their could implement as a deterrent and<\/li>\n<li>To develop a closer bond with the MOA and law enforcers in the quest on Praedial Larceny.<\/li>\n<\/ul>\n<p>After the conclusion of the consultations, it was agreed and expected that the Praedial Larceny Subcommittee chaired by Mr. Martin Cave, would submit a list of proposed solutions\/recommendations on financial recourses and penalties applicable for this crime.\u00a0 Moreover, It is anticipated that these recommendations would be considered for the revision of the existing legislation or newly created legislation which hopefully would be replacing the 1954 legislation which is currently in use.<\/p>\n<p>It was discovered that besides being very antiquated, there were quite a few omissions, making the legislation inadequate and has not properly addressed many issues.\u00a0 The Ministry of Agriculture is cognizant of this and hopes in the very near future with the revised legislation enacted and enforced <strong>Praedial Larceny <\/strong>would be down-graded or be a thing of the past<strong>.<\/strong><\/p>\n<p><a href=\"http:\/\/agriculture.gov.ag\/wp-content\/uploads\/2023\/10\/IMG_3772-scaled.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-thumbnail wp-image-7390\" src=\"http:\/\/agriculture.gov.ag\/wp-content\/uploads\/2023\/10\/IMG_3772-150x150.jpg\" alt=\"\" width=\"150\" height=\"150\" \/><\/a>\u00a0 <a href=\"http:\/\/agriculture.gov.ag\/wp-content\/uploads\/2023\/10\/IMG_3770-scaled.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-thumbnail wp-image-7391\" src=\"http:\/\/agriculture.gov.ag\/wp-content\/uploads\/2023\/10\/IMG_3770-150x150.jpg\" alt=\"\" width=\"150\" height=\"150\" \/><\/a>\u00a0 <a href=\"http:\/\/agriculture.gov.ag\/wp-content\/uploads\/2023\/10\/IMG_3769-scaled.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-thumbnail wp-image-7392\" src=\"http:\/\/agriculture.gov.ag\/wp-content\/uploads\/2023\/10\/IMG_3769-150x150.jpg\" alt=\"\" width=\"150\" height=\"150\" \/><\/a>\u00a0 <a href=\"http:\/\/agriculture.gov.ag\/wp-content\/uploads\/2023\/10\/IMG_3777-scaled.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-thumbnail wp-image-7393\" src=\"http:\/\/agriculture.gov.ag\/wp-content\/uploads\/2023\/10\/IMG_3777-150x150.jpg\" alt=\"\" width=\"150\" height=\"150\" \/><\/a>\u00a0 <a href=\"http:\/\/agriculture.gov.ag\/wp-content\/uploads\/2023\/10\/IMG_3773-scaled.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-thumbnail wp-image-7394\" src=\"http:\/\/agriculture.gov.ag\/wp-content\/uploads\/2023\/10\/IMG_3773-150x150.jpg\" alt=\"\" width=\"150\" height=\"150\" \/><\/a>\u00a0 Cassava harvested prematurely were left behind by the Praedial Larcenists.\u00a0 However the made off with other crops such as Sorrel, eddoes and okras from this farm.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>What is Praedial Larceny?
