The Ministry of Agriculture launched its first Anti-Praedial Larceny consultancy last evening at the Multipurpose Centre.\u00a0 Over the next six weeks, consultations will be held on Praedial Larceny which has been on the rise since 2019.<\/p>\n

This criminal act was brought to the ministry\u2019s attention around the beginning of the recent COVID-19 Pandemic and it\u2019s the ministry\u2019s determination to bring the unlawful act to a halt. The ministry will be engaging with farmers and producers within six districts.\u00a0 These districts are:<\/p>\n

Northwest<\/strong>:\u00a0 Bendals, Barthlodge, Cassada Gardens, McKinnons, Carlisle, Creekside and Five Islands<\/p>\n

Southwest<\/strong>:\u00a0 Ebenezer, Jennings, Christian Valley, Cades Bay, Tremontania and John Hughes<\/p>\n

South Central<\/strong>: Burkes, Sanderson, Jonas Road, Falmouth, Liberta, and Table Hill Garden<\/p>\n

Southeast<\/strong>:\u00a0 Bethesda, New Field, St. Phillips and Freetown<\/p>\n

Northeast<\/strong>:\u00a0 Parham Lodge, Pares, Betty\u2019s Hope, Glanville, Seatons and Willikies<\/p>\n

Barbuda<\/strong><\/p>\n

The Anti-Praedial Subcommittee consists of a wide cross-section of stakeholders and was mandated to address the revision of the legislation.\u00a0 The members are:<\/p>\n

Martin Cave<\/strong> \u2013 Antigua and Barbuda Chamber of Commerce \u2013 Chairperson<\/p>\n

Marvin Joseph<\/strong> \u2013 Poultry Farmer Association \u2013 Vice chair<\/p>\n

Andrea Jacobs<\/strong> \u2013 Ministry of Agriculture \u2013 Attorney<\/p>\n

Jason Fleming<\/strong> \u2013 Ministry of Agriculture \u2013 IT Officer<\/p>\n

Brent Joseph<\/strong> \u2013 Beekeeper Cooperative\/ Ministry of Agriculture<\/p>\n

Elson Quami<\/strong> \u2013 RPFAB \u2013 Superintendent of Police<\/p>\n

Emmanuel Peters <\/strong>\u2013 National Livestock Association<\/p>\n

The Objectives<\/strong> of the Anti-Praedial Larceny Subcommittee consultations are:<\/p>\n

    \n
  1. Have the Agricultural Producers become familiar with the work of the Subcommittee.<\/strong><\/li>\n
  2. Hear from the Agricultural Producers about the problems being faced with reference to Praedial Larceny. <\/strong><\/li>\n
  3. Advise the Agricultural producers of the actions of the subcommittee to date.<\/strong><\/li>\n
  4. Present draft\/proposed legislation<\/strong>.<\/li>\n
  5. Consider local solutions to the PL problem.<\/strong><\/li>\n<\/ol>\n

    Last evening\u2019s consultation was held primarily for the North West District, however, farmers from other areas were also present.<\/p>\n

    It is anticipated that after the conclusion of these consultations, the subcommittee will be making a submission of proposed solutions and recommendations for recourse and penalties for the new legislation which hopefully would be replacing the 1954 legislation that is very antiquated, has quite a few omissions, do not properly address many issues, but is still being used.<\/p>\n

    The next upcoming consultation will be for the Southwest District and will be held on Tuesday 14th<\/sup> February at the Bolans Primary School commencing from 6:00p.m.<\/p>\n
