Mr. Zhang Yigong, Vice Mayer, Xiamen Municipal Government,<br \/>\nP.R. China,<br \/>\nHon. Mr. Alvin Martin Da Breo, Minister, Ministry of Climate<br \/>\nResilience, the Environment, Forestry, Fisheries, Disaster Management<br \/>\nand Information of Grenada with responsibility for Forestry and<br \/>\nFisheries,<br \/>\nOfficials, ladies and gentlemen,<br \/>\nIt gives me great pleasure to join with you all to discuss the very<br \/>\nimportant and timely issue of Marine Management and Blue Economic<br \/>\nDevelopment in the context of the Belt and Road Initiative which was<br \/>\nconceptualized and is now being implemented by the Government and<br \/>\nPeople of China. The other members of my delegation from the<br \/>\nCaribbean island of Antigua and Barbuda, halfway across the globe,<br \/>\nwere also delighted to accept the invitation to participate in the<br \/>\nworkshop which is being opened today! Our two countries have had<br \/>\nfriendly diplomatic relations since 1983 or over thirty-six years ago. We<br \/>\nhave shared our experiences, exchanged ideas, participated in cultural<br \/>\nexchanges and learned from each other over the past three decades.<br \/>\nAntigua and Barbuda continues to value this relationship and the<br \/>\nsignificant investment that the Government and People of China have<br \/>\nmade in our nation\u2019s development. We are therefore confident that we<br \/>\ncan also explore mutually beneficial avenues of cooperation as we seek<br \/>\nto develop a sustainable marine management system and blue economic<br \/>\nmodel that will stand the test of time and assist in preserving our most<br \/>\nimportant resources, our people.<br \/>\nThe oceans are central to sustainable development globally, and<br \/>\nparticularly for Small Island Developing States (SIDS) and coastal least<br \/>\ndeveloped countries (LDCs). An ocean-based blue economy can include<br \/>\ndiverse components, from established ocean industries, such as<br \/>\nfisheries, tourism and maritime transport, to emerging and new<br \/>\nactivities, such as offshore renewable energy, aquaculture, deep seabed<br \/>\nextractive activities (where sustainable), and marine biotechnology. The<br \/>\nmix of activities will depend on each country\u2019s unique national<br \/>\ncircumstances but will go beyond business as usual by providing social<br \/>\nand economic benefits for current and future generations.<br \/>\nThe ocean economy in the Caribbean is estimated to generate gross<br \/>\nrevenues of US$407 billion which is equivalent to over 15% of the<br \/>\nestimated value of the global ocean economy (World Bank, 2016). This<br \/>\nis particularly significant as the Caribbean Sea covers less than one<br \/>\npercent of the area of the global ocean. Some of the important steps into<br \/>\ntransitioning to a blue economy are an increased reliance on<br \/>\nevidence-based decision making and innovative financing to direct<br \/>\ninvestments into economic activities that can enhance ocean health. This<br \/>\nis particularly important in the Caribbean where the impacts of natural<br \/>\ndisasters and climate change are some of the challenges facing a blue<br \/>\neconomy. The 2017 hurricane season is a good example of this, with<br \/>\ndamages in our sister island of Barbuda, that accounted for losses of<br \/>\n15% of GDP in Antigua and Barbuda. The uninsured loss to the region<br \/>\nfrom Hurricane Irma alone are estimated at approximately $15 billion<br \/>\nand insured loss of $40 billion. From Hurricane Maria loss estimates are<br \/>\nbetween $27 and $48 billion.<br \/>\nThe reality is for small island developing states like ours in the<br \/>\nCaribbean, the marine environment is a valuable resource and leaders<br \/>\nmust develop a sustainable Blue Economy so that the region can<br \/>\nbecome resilient to climate change and extreme events. In this context,<br \/>\nAntigua and Barbuda will be hosting a conference in 2020 which is<br \/>\ndesigned to bring together Ministers, policymakers and technicians<br \/>\nresponsible for oceans, fisheries and shipping from Caribbean countries<br \/>\nto explore opportunities for collaboration to pursue sustainable<br \/>\nsolutions.<br \/>\nThis blue economy seminar in China which opens here today is<br \/>\ntherefore a timely one and will provide important input into the planning<br \/>\nprocesses for our regional conference in Antigua and Barbuda in March<br \/>\n2020. We look forward to support from China to facilitate this<br \/>\nconference.<br \/>\nI express our profound thanks to the Government and People of<br \/>\nChina for hosting this seminar in Fujian Province.
